class 14: The Parole and Suspension Powers
Congress laid out an elaborate screening system in the INA’s rules of admission, inadmissibility, and deportability. At the same time, however, Congress explicitly delegated to the Executive at least some power to deviate from these screening rules—letting some people into the country who otherwise would be inadmissible, and authorizing the President to block the entry of some noncitizens who otherwise would be admissible. How far do these powers extend? What limits exist on the exercise of these delegated authorities?
